The creation of the National Population Register is being undertaken under the provisions of The Citizenship Act, 1995 and The Citizenship Rules, 2003. The NPR will contain the details of all the ‘usual residents’ of the country regardless of whether they are
citizens or non-citizens of India.
Some important provisions of the Citizenship Rules, 2003, define the duties and responsibilities of every official of the central government, State Government, Local bodies or their undertakings, individuals, and the head of the household.
The Centre will allow residents to fill columns in the National Population Register (NPR) forms online.
KEY POINTS
- The demographic and other particulars of each family and individual are to be collected/ updated during the updation exercise of NPR.
- No documents or biometrics would be collected during the renewal of NPR.
About National Population Register
- It is a Register of usual residents of the country.
- Authorities are preparing it at the local (village/sub-town), sub-district, district, state, and national levels under the provisions of the Citizenship Act 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules 2003.
- Every usual resident of India must register in the NPR.
- For NPR, a usual resident is a person who has resided in a local area for the past six months or more or who intends to reside in that area for the next six months or more.
- The Registrar General India shall act as the “National Registration Authority”, it is also the country’s Census Commissioner.
The government uses NPR data to identify the demographics of actual residents who will directly benefit from any schemes launched
in the area.
- The NPR data will help the government design and adapt schemes like Ayushman Bharat, Jandhan Yojna, or medium of instruction in schools as per the current demographics, thus making the schemes more effective.

- Go to the NPR self-enumeration portal
- Log in using your Aadhaar number and mobile number from the previous NPR exercise
- You can also log in using the name, date of birth, and name of a parent of a household member
- Fill out the form with the required demographic details
- After completing the form, you will receive a Reference ID
- Give the Reference ID to the enumerator when they visit your household
