A Patta Certificate is an important legal land document that provides detailed information about land ownership in Tamil Nadu. It serves as a digital record of ownership.
This document records details such as the Patta number, landowner’s name, survey number, subdivision, land classification, and assessment (tax levied). It also displays the village name, taluk, and district. The respective Taluk Tahsildars in the district issue the
Patta.
Registering a Patta is crucial for anyone who owns land in India, whether for agricultural, residential, or commercial purposes.
Also known as the Record of Rights (RoR), a Patta is an official government document that proves ownership of a specific land
parcel.
Details included in a Patta are:
- Name of the registered landowner.
- Unique identification number assigned to the land (Survey No.,).
- Specific segment or division of the surveyed land (Sub Division No.,).
- Classification of the land (e.g., wetland or dryland).
- Total area of the land (in hectares and ares/sqm.,).
- Details about the assessment (tax) associated with the land.
Purpose of a Patta:
- Establishes ownership rights over the land.
- Required during property transactions of sales or purchases.
- Acts as a legal proof during disputes or when verified by the financial institutions
The government generally issues a Patta based on fields or survey numbers. If a person owns multiple fields or survey numbers, officials include all such fields under a single Patta number and issue a consolidated Patta. They typically record details such as residential properties, shops, or industries in the remarks column of the Patta.
The Tamil Nadu government has digitized land records to ensure transparency and convenience for citizens. You can access these records through the official Tamil Nadu e-Services portal (https://eservices.tn.gov.in/).
To view the Patta by existing Patta holders:
- Go to the Tamilnadu e-services portal,
- And then Select view Patta & Chitta / FMB / TSLR Extract,
- Select the required District, Taluk, and Village.
- Select the required option: Rural or Natham.
- Enter the Survey Number or Patta No., (if known),
- Enter the sub-division number and authentication code,
- Feed the Mobile Number and feed the OTP received,
- View and download the Patta/Chitta extract.
To apply for a Patta Certificate online in Tamil Nadu – rights through a sale deed or by inheritance:
- Go to the Tamil Nadu e-Services Portal
- Log in or register
- Select View Patta & FMB/Chitta/TSLR Extract
- Select the district, taluk, and village, land type (Rural or Natham)
- Enter the Survey number and Patta number (if known)
- Enter the sub-division number and authentication value
- Submit the application
- Pay the application fee
- Track the application status
- Download the Patta certificate
If a division of the land / filed is involved, necessary sub-division fees shall also be paid online, while the request of Patta Transfer
is applied online.
Whenever a person purchases a property or inherits a Property either by a Will / Petition / Settlement / by legal heirship,
it is essential to apply online to get the Patta transferred in his name. The fees and mode of application are as aforesaid.

- Proof of Address
- Original sale deed and a certified photocopy
- Encumbrance Certificate
- Death Certificate (if so warranted)
- Legal Heirship Certificate (if so warranted)
Application for existing and Patta CertificateTransfer by Sale deeds can also be filed at any authorized Common Service Centers (CSCs) across the State and the necessary fee shall be paid.

What is FMB:
Field Measurement Book (FMB) is the Government Record, which is maintained fields i.e., Survey Number (with Sub-division)
wise in the village. It shows the SF. No, Subdivision Number, Sketch of the field with Measurement in Sq.m on all four sides of the
field i.e., boundary and adjacent survey number of fields.
Patta/Chitta and FMB are the relevant records in respect of the lands in rural villages and Taluk of a District.
TSLR :
In respect of the Lands/fields within the Municipal Corporation limits of a Taluk / District, the names of such records are Town Survey Land Records (Patta Certificate/Chitta) and Town Survey Land Records Sketch (FMB).
Everybody can easily access the Portal ( https://eservices.tn.gov.in/ ), feed Survey Ward No., Block No., and TS.No., of their fields and
get the extracts downloaded.
Adangal
This is the Government record maintained by the concerned Village Administrative Officer of the village, field-wise / survey number
and sub-division-wise. This shows the name of the Person who cultivates the relevant land/field, and has been cultivated (both the
Permanent Crops, and Crops Cultivated). This also contains the details of the Well, Pathway, House or Shed, valuable trees, etc.,
In the cases of joint Pattadars, the name of one person alone will reflect in the adangal with the surname as வகையறா.

Stamp duty for Sale/Purchase
In Tamilnadu, the stamp duty leviable is @7% on the value of the property registered and 1% registration charge on the value of the property. (totally 8%).
